As a resident of Inyo and Mono counties since 1968, I have enjoyed living and working in this area for many wonderful years. In 1983, I graduated from Bishop Union High School. Subsequently, I attended Orange Coast Community College in Costa Mesa California during winter months in addition to life guarding at Whitmore Pool in the Mammoth Lakes area during the summer months. As a teenager, I often assisted my father Richard Palmer, who worked as an appraiser for the assessor’s office at both Inyo and Mono counties in the 1960’s and 1970’s and for Contel Telephone, County of Los Angeles, Richfield, California Electric Power Company and Edison as a Right of Way Agent in the 1960's and 1980’s. In 1973, my dad opened his own appraisal business and founded Palmer Appraisal Services.

Aquatics Facility Coordinator 1982-1985
Restructured, implemented, and oversaw summer aquatics program for opening of newly constructed municipal facility. Supervised safe and efficient operation of facility and equipment including monitoring, maintaining, and logging acceptable chemical and pH levels in accordance with OSHA and county health standards. Oversaw maintenance and service of mechanical systems including pumps, valves, filters, and sensors. Trained and managed staff of five with respect to swim lesson instruction, life saving methods, first aid/CPR, customer service, accounting, and occupational safety. During this employment period, I also obtained my Water Safety Instructor's License-(WSI). 

Property Management 1986-1989    
Full-time on-site property manager for a newly constructed 12 unit apartment complex. Supervised and maintained efficient operations of complex and common areas including monitoring, maintaining and logging acceptable tenant occupancy and regulations as set fourth by property owners and county ordinances. Advertised and interviewed with respect to occupancy for those units which became vacant, and oversaw all aspects of rental agreements as to rules regulations and rent amounts due. Also, painted, cleaned and completed all necessary repairs to those units which became vacant.       

Real Property Appraiser 1985-Present
In 1985, I officially began my career as an appraiser with Palmer Appraisals.  My initial work with Palmer Appraisals focused on appraising single family homes, multi-unit dwellings, condominiums and commercial properties for lending purposes.  From 1985 to present, I have worked full time with Palmer Appraisals, Inc., excluding those times while employed with both the Mono and Inyo County Assessor’s Office.


In 1989, I accepted a full time appraisal position with the Mono County Assessor’s Office. Instead of working for lenders, my appraisal of single family residences, multi-unit dwellings, condominiums, agriculture and commercial properties were used for tax assessment purposes. I also was given the responsibility of defending my appraised values in the assessment appeals process.   


In 1992, I returned to Palmer Appraisal Services and proceeded to incorporate the business. Although, I was working full time for Palmer Appraisals, Inc., I accepted an appointment by the County Board of Supervisors to the Mono County Assessment Appeals Board where I served for several years. Cases presented to the Board ranged from single family residences to large complex commercial, agriculture and geothermal properties. My experience on the Board was extremely educational and rewarding.


In 2006, I accepted a full time appraisal position with the Inyo County Assessor’s Office. However, I returned to Palmer Appraisals Inc. the same year due to an overwhelming demand for services provided by Palmer Appraisals, Inc.


President Pinewood Estates 2014-2015
In 2013, I was elected Vice President of Pinewood Estates Condominium Homeowners Association. In 2014, I was elected President of Pinewood Estates Condominium Homeowners Association. Duties included the oversight of business operations and development standards. Analyze and evaluate the upkeep and maintenance of project building, common area structures and grounds as per CC&R regulations. Coordinated annual and semi annual homeowners association meetings to ensure adherence to project budgetary requirements, election of officers and addressing owner concerns. Supervised and coordinated electrical, plumbing, exterior repairs and other maintenance projects.
